MVP Rate Review Decision Issued

On May 7, 2021, MVP Health Care (MVP) proposed an average annual increase of 17.0% over 2021 rates for individual and family plans offered on Vermont Health Connect, with proposed changes ranging from 10.4% to 20.9%. These numbers and/or percentages are subject to change throughout the rate and approval process. On August 5, 2021, the Board reduced MVP's proposed rate to 12.7% on average.

The Point of Service (POS) riders associated with MVP's Large Group HMO line of business are contained in GMCB-007-19rr. With the Board's ordered modifications, the average annual rate increase for 1Q20 will be approximately 15.0%, instead of the 16.7% proposed in the filing, and we expect that, on average, the premium increase experienced by groups renewing in 1Q20 will be approximately 7.0%, instead of the 8.4% initially projected by the carrier.

On May 10, 2019, MVP proposed an average annual increase of 9.4% over 2019 premiums offered on Vermont Health Connect. Proposed increases per plan ranged from 5.0% to 23.7%. Following a review of the filing by Lewis & Ellis, the Green Mountain Care Board’s contract actuaries, MVP increased its proposed rate from 9.4% to 10.9%. On August 8, 2019, the Board modified and approved an average annual increase of 10.1%, with plan-level increases ranging from 5.7% to 13.6%.
