On 3/18/2020, Cigna Health and Life Insurance Company (CHLIC) proposed an average annual rate increase of 15.0% for its large employer groups (101 or more employees), affecting 798 Vermont members. On 6/16/2020, the Board modified and approved an average annual rate increase of approximately 9.0%. The Board-approved rate will be effective 12/1/2020. 

On 2/7/2019, Cigna Health Life Insurance Company (CHLIC) proposed an average annual rate decrease of -3.6% for its large employer groups (101 or more employees), affecting 534 Vermont members.  As of 2/22/19, CHLIC amended its 2/7/19 filing to change the proposed average annual rate for its large employer groups from the decrease of -3.6% to an increase of 0.2%. On 5/9/2019, the Green Mountain Care Board ordered Cigna to reduce its contribution to reserve/profit from 3.5% to 1.0% and approved the modified rate for an overall average annual rate decrease of approximately 2.4%.

4 Ever Life Insurance Company offers health insurance coverage for the benefit of employees (ex-patriates) who are traveling outside the United States for an extended period of time for employer business purposes. It also continues to cover those employees when temporarily back in the United States. As a new product with no affected members, there is no proposed rate increase.  On review, the Board ordered the company to lower its average commission expense to 8%, and limit the maximum allowable commission to 15%.
