Public Comments are Public Records: All public comments received by the Green Mountain Care Board, whether submitted via our Public Comment Form or sent only to Board members/staff, are “public records” under Vermont law. This means that, absent a specific exemption under state law, any member of the public may access the Board’s public comments by submitting a public records request.
Posting of Public Comments: The Board will not post public comments on its website where it determines, in its discretion, that the comment contains inappropriate or offensive language.

The Board welcomes public comment on health insurance rates and the rate review process.
Here's how to comment:
- If you have a comment about the process of rate review or rates in general, fill out our Public Comment Form, or call 1-802-828-2177, or send your written comments to: Green Mountain Care Board, 144 State St, Montpelier, Vermont 05602.
- If you wish to directly comment on a specific rate filing, go to View Filings, find the rate filing for which you would like to comment. Please check to make sure the public comment period is open, then click on "comment" and fill out the form.
